Policing Practices and Operations Essay

Law enforcement officers have many duties. Law enforcement officers are sworn to serve and protect society as well as to fight crime. They also maintain order within their jurisdiction, as well as providing other services that the community will benefit from. Most of the time, police officers are considered to be crime fighters, in which this image has been brought to citizen’s attention by the media. The styles of policing should match the community in which they serve, so there is no conflict between the community and the law enforcement officer. The future policing structure does have a huge impact socially, economically, and politically within the community and the police departments general needs so that they can provide the proper policing that is needed. Life threatening situations take place in different circumstances, which includes the law enforcement agencies. Dangers Law enforcement officers face being wounded or murdered as they are on the line of duty in the United States, every year. The greatest threat a police officer will ever face is bodily harm and death. When a law enforcement officer is called to a scene and responds to a disturbance call, the law enforcement officer is confronted with the possibilities of violent actions from an armed suspect. Although, bodily harm as well as death upon a law enforcement officer are not the only dangers in policing. Family issues and stress related illnesses also can be contributing factors to the danger of a law enforcement officer and policing. Law enforcement officer’s jobs can surely take a toll on their lives as well as their well-being. If the pressures of their type of work are handled and coped with property, it could end up becoming life threatening. Today’s law enforcement officers are faced with many dangers within their everyday duties, like rival threats of getting shot. Examples are: vehicle pursuits, traffic control, and foot pursuit, stress, making an arrest, and sun exposure/duty equipment and biohazard exposure. These dangers are exposed to law enforcement officers on a daily basis. This is why it is important for law enforcement officers to wear their bulletproof vests as well as their belts that contain pepper spray, radio, handgun, baton, and handcuffs. All of this specified equipment usually will weigh up to about twenty pounds, which adds stress to the law enforcement officers hips, feet, knees, and back areas. Stress to the law enforcement officers body by getting in and out of their patrol vehicle up to about fifty times within one day, as they have to wear all of their equipment. Law enforcement officers are exposed to the extreme temperatures for many hours at a time. They may have to be in extreme heat c onditions, such as one hundred degree heat, while conducting traffic control at a scene of an accident. They also sometimes have to provide crime scene security when the weather may be in freezing conditions. Law enforcement officers are at the mercy of all weather conditions. Also, a lot of the times law enforcement officers are called to a scene and they are not properly prepared for it because of the weather conditions and they do not have the time to stop somewhere to get what they need to prepare themselves. They may have to stand out in extremely hot or freezing weather without the proper protection they may need or hydration they so desperately have to have. Law enforcement officer’s physical dangers have to be dealt with as well as trying to always be ready for the worst. As this can add so much mental and physical stress upon the law enforcement officer. They have to be aware of their surroundings and environment all the time. Law enforcement officers have to be alert as well as being prepared for all situations that may occur. The officer will rarely have time to get prepared for an emergency call. They have to sometimes rely on the training the received to be able to make important, split second decisions that are based on different circumstances. The September 11, 2001 terrorist attacks gained the attention from all the departments within law enforcement. Within the federal policing agencies, they took precautionary measures to make sure that the people of  the United States were safe. Even though, the local and state agencies have managed to keep the people’s fears under control within the United States and communities as well. All of the agencies in the United States have to work fearlessly on preventing and reducing the citizen’s fears caused by terrorism. When terrorism is looked into, law enforcement agencies and Homeland security across the world are very imperative that the agencies try to work together in solving the crimes by using shared information and by having departmental as sistance. All in all, terrorism is always a danger for law enforcement officers. Statistics As reports were published by the National Police Officer Memorial Funds said that in 2010, officer’s fatalities treacherously rose. There was a two year drop of law enforcement mortalities in 2010 that rose to 160. This was intensified by about forty percent compared by looking at the year before. The data gathered by the National Law Enforcement Officers Memorial Fund indicated that for the thirteenth consecutive year, the number one cause of law enforcement officers deaths were contributed by traffic fatalities, within thirty nine states. Puerto Rico and the District of Columbia were also involved in law enforcement officer’s related deaths in 2010. Within the third consecutive year in a row, Texas, Florida, and California were ranked on top of the five states that involved the most of law enforcement fatalities. The Federal law enforcement Officers had a total of eleven law enforcement officers that were lost, including the Federal agents that lost their lives in the line of duty during 2010, along with United States Customs, two United States Border Patrol agents, and three Border Protection officers. According with the Federal Bureau of Investigations (2011) website, it stated that fifty-six law enforcement officers were killed in the line of duty. Thirty two law enforcement officers that were among the fifty-six, were employed within city police departments. Thirteen of them were employed for law enforcement agencies within cities of a population consisting of 250,000 or more people that reside there. In Puerto Rico and twenty two other states, there was also line of duty deaths as well. There were fifteen law enforcement officers who lost their lives in ambush situations as well. There were fourteen law enforcement officers that lost their lives in felonious attacks while involved in arrest situations. There were eight law enforcement officers that were killed when they were investigating suspicious persons/circumstances. There were seven law enforcement officers that were killed while working on traffic stops/pursuits. Six law enforcement officers were killed while answering to disturbance calls. There were three law enforcement officers that were killed while they were involved in tactical situations, like high risk entry, barricaded offender, hostage situations, etc. There were two law enforcement officers that were killed upon conducting investigations while searching, interviewing, and looking at surveillance. And one law enforcement officer was killed as they were maintaining custody of a prisoner or while transporting a prisoner. With future policing, I feel that it is important to have close communication with the homeland security. I personally feel that the more communication there is, the more we will progress and bring better policing skills. It is equally as important to have communication with all law enforcement agencies to help in improving all policing operations that are dealt with. In future policing, the importance of keeping law enforcement agencies relationships maintained will build better and stronger agencies. With the relationship within law enforcement agencies and homeland security are not as accurate as seemed. It is understood that all agencies serve different purposes, as they are all in charge of different types of areas within society to serve and protect. I believe that joining forces with other agencies would be beneficial. It would be beneficial because by all working together, there could be issues that could be addressed a lot better. Along with lack of communication among law enforcement agencies and homeland security, we would be able to better handle the various criminal issues better. I feel that this can also improve community policing and law enforcement relationships. With the new technology equipment that police officers receive, they can work on their policing styles, such as being reactive or proactive. Once these issues are changed, there will be better communication with other law enforcement agencies, as they would be able to serve and protect in much more positive ways. This will decrease crime rates as well as increasing practices that  are reactive. As crime rates decrease, and proactive and reactive practices are being practiced, then the start of confidence will show within all law enforcement agencies. Although, there are many differences in the power as well as the authority, responsibilities and roles, and the difference in jurisdiction at the local, state, and federal levels within law enforcement officers. There is a water crisis which faces many parts of the world and it is a threat to survival of human beings since humans are primarily dependent on water. Shortage in drinking water is a major problem facing developing countries which have not taken drastic steps to harvest water and purify it to make it safe for human consumption. However, this problem is also being increasingly felt in developed countries where the population growth has strained available water resources and stretched the ability of governments and private firms to provide safe drinking water to the population. There are many conflicts around the world where people have died or have been injured as a result of clashes over a water resource. Most of these conflicts have occurred in Asia and Africa where most developing countries are located (Gleick 17-22). When h umans clash over resources, this underscores the seriousness of the issue and calls for drastic actions to be taken to solve the problem. Shortage of drinking water is therefore an issue which must be investigated in detail and solutions developed to curb this problem. There are various causes of shortage of drinking water and most of these are attributable to human activities. These include such activities as deforestation and pollution which contribute to global warming, misuse of the water resource and groundwater contamination among others. It is important to develop solutions to this problem if future generations are to survive. This paper aims at analyzing the shortage in drinking water resource, its causes and solutions which should be implemented to solve the problem. The discussed issues will be summarized at the end. Shortage in drinking water It has been discussed that there is shortage of drinking water in various regions across the world. In many developing countries, p eople do not have access to drinking water due to various reasons. In some cases, water resources have dried up while in others, they are polluted. As a result, there populations especially in Africa face many water-borne diseases mainly due to pollution of water resources. Human activities such as population growth and industrial activities have further strained water resources and caused a shortage of drinking water. As a result, there are many conflicts over pastures or water resources and these lead to injuries or fatalities (Gleick 17-22). As mentioned earlier, this underscores the importance of finding a solution to the problem of shortage of the water resource. In the United States, there is pressure on available water resources since half of water collected is usually used in electricity generation, leaving the population to share the little left. There are already calls for charging water resources in order to increase efficiency of use (CQ Researcher 531-550). Although wat er protection has been implemented for years, there is still water pollution occurring within the United States. After the Civil war, America strived to provide its population with clean water and its water treatment system was and is still is one of the best globally. However, industrial revolution led to the pollution of water resources, leading to shortage of clean drinking water. Other external factors such as effects of global warming have also put a strain on available water resources. It is important to understand how shortage of drinking water occurs and its causes. Assess The Contribution Of Summitry To Diplomacy Politics Essay Summit diplomacy is an irreversible phenomenon that is not alien to contemporary diplomacy. It has been an ongoing practice as far back as diplomatic activity has been in practice. Summit diplomacy has its roots in the new diplomacy i.e. diplomacy in the democratic age between open governments (Dunn, 2004, p. 140a). It has evolved and developed over the centuries and as such, much attention is given to it. Recently there has been an upsurge on it which is due to the fact that it is no longer done on low level but now common place and referred to as high level diplomacy. Amongst other advantages, Leguey-Feilluex states that the primary advantage of summits is that it involves the leaders that are directly responsible for making policies (2009, p. 294). In as much as it has been celebrated for its benefits, there is a lot of controversy surrounding this practice; diplomacy at the summit level has been highly disdained by diplomats because of the claim that it relegates their roles. It has also been said that it could be a waste of time, effort, and resources. Even though summitry can be detrimental to diplomacy if not properly organised, I believe that if judiciously prepared, summits will come to be appreciated and accepted as a method of conducting diplomacy. This essay is an attempt to explore or delve into the depths of the concept of summitry diplomacy, and in this process unearth some information about it, also to examine the contribution of summitry to diplomatic practice. What is Summitry In contemporary times, a method of conducting foreign relations is evolving, as times go by, this method is waxing stronger and is known summit diplomacy and this has brought in its wake, a wave of arguments for and against this new global development in international relations. However it is a misunderstanding in history to regard it as a new phenomenon (Plischke, 1974, p. 43) since it has been in practice far longer than it has been popular. The earliest record of the usage of the term summitry came into play when Sir Winston Churchill popularised it in the 1950s by introducing it into international parlance. Summitry as a term was therefore coined by Winston Churchill, Even as a term that was coined then, it is however a point to note that the practice has been in for a longer time. In fact, it dates back to the fifteenth century. This fact begs the question; if it is a practice that is not new, why is it being popular in these times? The best answer to that would be because of the way summitry is being conducted. These days- it is more frequent and at a higher level (Dunn, 1996, p. 4b). Summitry is a process wherein political leaders take diplomacy into their own hands instead of leaving it to the professional diplomats; leaders, heads of state, prime ministers, presidents, monarchs, all come together to discuss issues of foreign relations. According to Plischke, summit diplomacy may be: interpreted as the determination and publicizing of foreign policy and the management of international affairs at the chief of state or head of state level (1967, p. 43). I would like to point out that in order to effectively conceptualise summitry, it will be appropriate to take into consideration different features of summits; the first is the fact that summits are organised between countries of a higher class, i.e. between groups of the same class, secondly, summitry is for reaching agreements. In addition, a summit can be differentiated from other forms of direct personal diplomacy among political leaders such as correspondence, telephone conversations or direct talks e. g. video conferencing (Melissen, 2004, p. 188). Over the years, summitry has evolved greatly and it is due to so many factors of which I will be pointing out some of them. Dunn, states that summitry grew out of crisis, especially political crisis, when governments and states were facing tough times; the need to meet, dialogue and reach agreements on very salient issues with other heads of government arose, governments needed to deal with crisis and decided to take matters into their own hands. Summitry then, had to do with a bit of urgency (1996, p. 5b) Another important factor for the development of summit diplomacy was growing interdependence of the world economy; the world has economically grown closer as financial markets, corporations, and banks have all become multinational, and because resources are unevenly scattered and no country possess all the resources they need to survive, therefore countries must come together to trade in order to sustain their economy. For example, petroleum is shipped from Africa to major energy-importing regions such as the United States, thus the growth of global economic interdependence, and consequently the spread of summit diplomacy (Dunn, 1996, p. 12b). Dunn also states that summitry has also developed as a result of technological inventions, breakthroughs and advancement. Technology has progressed at an accelerated rate and has been profound during the twentieth century which has greatly improved the pace and method of conducting foreign relations. The revolution in technology transformed the very nature of diplomacy itself which meant heads of state, foreign ministers and other important officials could now make intercontinental trips in such a short time as opposed to long trips which sometimes took days or weeks. Also, in the aspect of communication, mobile phones, video conferencing and other electronic means has increased the rate with which diplomatic negotiations take place (1996, p. 6b). Furthermore, summitry developed due to the importance of the media and public opinion in international affairs. This development has sought the need for political leaders to become much more transparent in their dealings. The summit is thus not only the expression of the direct political ties between the leader and his people; the political leader is also perceived as the diplomat-in-chief (Melissen, 2004, p. 194). It may not be easy to measure the success of summitry; however we can assess the contribution of summitry by analysing the functions of types of summitry to diplomacy. These summits can be classified into three; the serial summit, the ad hoc summit and the exchange of views summit. These different types of summitry serve different purposes. The function which the summits may promote include; promoting friendly relations, clarifying intentions, information gathering, consular work, and negotiation (Berridge, 1995, p. 84a). I intend to enumerate the contributions of summitry to diplomacy through the different types of summits. Serial Summit and its Contribution The serial summit is part of a regular series of meetings. There are numerous examples of serial summits, some of which include the Franco-German summits, G7/G8 summits (which are a contributory factor in international discourse,) ASEAN summits, US-AU summits. Another good example of a serial summit is the Western economic summits which have been held annually since 1977 at Rambouillet (Barston, 1988, p. 105) The serial summit is particularly useful for promoting friendly relations and negotiation; whether serial summits are frequent or separated by a year or more, and whether they last for hours or days, they may contribute to a successful negotiation between parties concerned (Berridge, 1995, p.85a). Firstly, they educate heads of governments without international experience; no head of government wants to make a fool out of themselves among other leaders, therefore they are motivated to work hard and develop themselves concerning matters of importance to avoid failure at the summit level; and they cannot afford to be ignorant. Secondly, they make package deals easier (Berridge, 1995, p.85a). Since it involves the interaction of political leaders who have maximum authority as policy makers, deals are therefore easier to seal appropriately and in a forthright manner. Another function of the serial summit is that it speeds up and sustains diplomatic momentum in the sense that it sets deadlines for the completion of an existing negotiation between the parties and it breaks any deadlocks in negotiation due to the fact that all the important policy makers are together. An example of a deadline was in a negotiation was December 1990 at the Brussels ministerial meeting in GATTs Uruguay Round (Berridge, 1995, p.153a). Serial summits are also useful for gathering information about other countries and their leaders, clarifying intentions, creating awareness, generating understanding and enhancing cooperation amongst members of the summits. The best example of the serial summit is the Franco-German summit which started in 1963 and since then, meets at least twice a year (Berridge, 1995, p.86a) Ad hoc Summitry and its Contribution Another type of summit is the ad hoc summit which is usually a one-off meeting convened to address a particular issue e.g. to address a crisis, although it might end up being the first of a series of other meetings and they usually generate more publicity than the serial summits. Special cases of ad hoc summits are working funeral which is a funeral of a major political figure that is attended by high-level delegates from all over the world (Berridge, 2002, p. 180b). Examples of ad hoc summits are the Cocaine summit, the Sino American summit, and the Camp David summit. Ad hoc meetings are very useful for imposing deadlines on a negotiation process. A case in point is the Camp David Summit of 1978, which was between Israeli, Egyptian and American leaders and lasted for the whole of thirteen days. Dunn states: It was deliberately described by President Carter as a last chance effort to breathe new life into the failing Middle East peace process which had started so dramatically with the initial meeting between Sadat and Begin. The singularity of this opportunity undoubtedly contributed to its final success (2004, p.153a). Ad hoc meetings are more suitable for symbolic purposes and they also provide a forum for the promotion friendly relations and fostering and leaders become familiarized with other heads of governments and states. An example of such a meeting is the encounter of President Clinton of the United States and President Hafez al-Assad of Syria in Geneva in January 1994. The two-day Ibero-American summit held in Mexico in July 1991 is also an ad hoc meeting that was aimed at promoting the growth of economic and cultural ties between its participants (Berridge, 2002, p.179b). Furthermore, funeral summits have contributed immensely to diplomatic affairs by carrying out the function of diplomatic signalling. According to Berridge: at the funeral of the Emperor Hirohito of Japan in Feb 1989, it was recorded that representatives from 160 countries including 14 representatives of royal families, 55 heads of states, 11 prime ministers were in attendance (2004, p. 172c). Firstly, it is a discreet opportunity for leaders to come together to meet on pressing issues at stake and also a disguise for low key exchange of views between contenders on how to manage conflict. Funeral summits are of diplomatic significance particularly if it is the funeral of a current president or head of state this is because it serves as an important opportunity for political lobbying. Berridge states that: the funeral is almost certain to be the first occasion for both foreign friends of the deceased to confirm that the new leadership remains wedded to their relationship and for foreign rivals to explore the possibility of a change of heart (2002, p. 180b). .High Level Exchange of Views and its Contributions Finally, there is the exchange of views meeting. This is a situation whereby heads of government visit series of countries on a foreign tour. It is usually relevant when a newly elected leader has come into power to educate and familiarize them on the international scene. (Berridge, 2002, p.181b) This summit also promotes more friendly relations between their countries and others. For example, in September 1994, the British prime minister went on a week-long trip to Abu Dhabi, South Africa and Gulf and other places where he visited the King of Saudi Arabia, and had friendly encounter with him (Berridge, 2002, p.181b) Finally, the exchange of views meeting can be very useful for promotion of trade and in taking up serious cases of maltreatment of nationals (Berridge, 2002, p.181b). Advantages of Summits Summits have symbolic importance for example the Moscow summit of 1972 was a representation of the new relationship of superpower dà ©tente. The Vienna summit of 1979 was also a way of symbolizing that there was a better relationship. For example, the Cold War summits held in Paris, November 1990, was used to advertise the end of disputes between the parties involved and to symbolize peaceful relations (Dunn, 1996, p.248c). In relation, summitry is a useful tool for promoting foreign and domestic propaganda; attracting the attention of domestic, foreign and global audience to some issues. It gives the idea that the government is busy doing something about an issue domestic or global, especially in democracies. An example of summit propaganda is the United Nations Summit on Climate Change in New York on 22 September 2009 and in Copenhagen Denmark, December 2009 to create momentum on greenhouse gas emissions (Dunn, 1996, p.249c). Summits also provide the opportunity for governments to come together and gather information about their counterparts, this helps to break down barriers of mistrust and suspicion, and thus they can build up friendly and trustworthy relationships with them. As a consequence of such high level meetings by top leaders that are responsible for government action, issues deliberated on produce efficient results in comparison (Dunn, 1996, p.248c). Furthermore, summitry serves an agenda setting function; this is an opportunity for global issues of overarching political or strategic importance to be brought up to the forefront and addressed effectively. Dunn states that it is useful for: elevating issues to the top of the international agenda and for dealing with problems of with speed and authority (1996, p. 251c). A case in point is the G20 summit in Huntsville, Ontario, Canada, June 25-27 of 2010 which will set global economic agenda. Disadvantages of Summits In as much as summitry has lots of advantages, and has contributed positively to the practice of diplomacy it has also faced oppositions from different angles. Over the years, the usefulness of summitry has been in question; it is surrounded by so many controversies and most of the major opposition arise from diplomats who claim that it meddles in their affairs and which has a demoralizing effect on them and other elements of the diplomatic service (Plischke, 1967, p.48). Another argument is that politicians are not professionally trained for diplomatic jobs; therefore they lack the know-how, the skills, and the patience to carry out that function effectively which consequently produces unfruitful results. Some of them might be misinformed, or may not know enough about a particular subject and this may actually limit the capacity of which they can discuss specific issues in detail (Dunn, 1996, p.254c). Furthermore, there is the challenge of lack of knowledge of the other partys point of view or miscommunication; this is especially common when leaders from different cultural backgrounds are involved in a summit and interpreters have to be used. As Leguey-Fellifeux states: Clashes of personality may complicate summit interaction, but cultural misconceptions are a more likely occurrence, as chief executives have less experience in cross cultural communication (2009, p. 302). Negotiations in circumstances like this might prove very difficult. In addition there is also the risk that agreements that were reached during such meetings are difficult to disapprove because they were sealed by the heads of governments themselves (Dunn, 1996, p.257c). Furthermore, summitry has been seen as a waste of time, effort and resources. It takes a lot of time to prepare, and attend a summit and it also takes a lot of resources to make sure that a summit is successful. Resources that could be used for other important things will be used to pay for security, meals, and luxury accommodation for these politicians. An associated disadvantage is the risk of travel, accidents could occur, and lives could be lost, also, illness could develop due to causes such as the weather and all sorts (Dunn, 1996, p.261c). CONCLUSION Over the years summitry as a method of conducting foreign relations has come to stay a part of the diplomatic process for better or worse. Even though it is risky, it has indeed contributed immensely to so many foreign issues at stake. Due to its multifaceted agenda, it has provided opportunities for package deals across different policy areas that it is now almost impossible to imagine conducting diplomacy without holding summits (Melissen, 2004, p.195). In as much as it has contributed positively to diplomacy, it can also be fatal if wrongly carried out as I have enumerated earlier. According to Dunn: it may create misunderstanding, cause unintended offence and sow the seeds of mistrust (1996, p.264c). Hence, it should be carefully strategized instead of eliminating it totally as a method of conducting foreign relations. Summit talks have to deal with specific issues rather than general atmospherics. According to Berridge et al: for talks to be meaningful they have to be well prepared; decisions to be taken at the summit have to be formulated in detail already in previous negotiations at subordinate levels (2001, p.201c). If prepared and conducted properly and with caution, summitry promises high satisfaction. Despite all criticisms, summitry has become the preferred means of international dialogue.

Ethics Paper on Facebook Beacon

Rapidly expanding, Facebook’s exponential growth led to its membership growing to over one billion users, as of September 2012. One would imagine that with such growth would come more opportunities for challenges to arise: one of these challenges being users and their rights to privacy. As part of Facebook’s advertising system, their primary means of generating revenue, Beacon sent data from other companies and websites to Facebook.Following a lawsuit, Beacon then changed to accommodate these requests. On December 5, 2007, Facebook declared it would allow users to choose not to participate in Beacon in which the owner of Facebook apologized for the dispute. When approaching a solution to this ethical dilemma, Facebook had a couple alternative decisions they could make. They could leave the Beacon system as it was, they could change the Beacon fe ature to accommodate requests, or they could delete the feature all together.Using the various ethical approaches to determine which option was best in determining how to solve their issues; one option would prove most logical. Under the utilitarian approach, choosing to keep the Beacon feature would not be the best decision to make. Changing the Beacon feature to allow users to choose to participate or opt out of using the feature. In the end, with this option, more would be satisfied, making it the best choice under this ethical approach.Facebook’s overall reasons for changing the feature spanned farther than just making users happy, it dealt with compliance with the law, so I feel that the positive outcomes from the change will outweigh any potential negative outcomes in the future. In an attempt to alleviate fears concerning privacy, Facebook enabled its users to choose from a variety of privacy settings and chose how viewable their profiles are.Although Facebook requires all users to provide a user name and a picture that can be accessed by anyone, users can regulate what other information they have shared is viewable, as well as who can find them in searches, through those privacy settings. As part of Facebook’s advertising system, their primary means of generating revenue, Beacon sent dat a from other companies and websites to Facebook, in hopes of permitting certain ads and Facebook users to communicate their activities with their online friends, some of the activities being circulated through the Facebook user’s newsfeed.The service creates controversy shortly after its launch because of apprehensions concerning privacy and in November of 2007 a group, MoveOn. org, generated a group on Facebook and an online petition requiring that Facebook cease to circulate user activity from other websites without clear and obvious permission. Within fewer than ten days, the group obtained 50,000 members. Following a lawsuit, Beacon then changed to accommodate these requests. On December 5, 2007, Facebook declared it would allow users to choose not to participate in Beacon in which the owner of Facebook apologized for the dispute. Carlson, 2010). Relevant Information Although Facebook, and other social media sites, are very public in the data users can opt to share, Beaco n took away a user’s right to choose what would become public. In doing so, they violated user’s rights. This caused a dilemma for the Facebook media giant because they generate revenues through advertisements, which keeps its services free for users. They had to formulate a way to keep their partners, who used Beacon to promote their businesses, while still maintaining a sensible amount of privacy for its users. McCarthy, 2007) It was this right to choose privacy that enabled Facebook to differentiate itself from other social media giants, such as MySpace, in the first place. How Facebook chose to come to a resolution would affect many of the stakeholders in the company. The primary stakeholders that would be affected by this decision would be the Facebook Company, who would want to still generate revenue while still providing this free service for its users, and its users, who wanted to ensure the privacy of their profiles.Other stakeholders would include advertising companies, who would want to reach the vast amount of Facebook users and increase the visibility of their brand. Other social media sites would be stakeholders, as well, because they could gain the users that Facebook would lose if they did not fix the dilemma, and generate profits as an end result. (Phillips, 2007) Possible Alternatives When approaching a solution to this ethical dilemma, Facebook had a couple alternative decisions they could make.They could leave the Beacon system as it was, they could change the Beacon feature to accommodate requests, or they could delete the feature all together. Leaving the Beacon feature as it was would have had negative consequences for the company. They would likely feel mass criticism from its users who felt their privacy was violated. With a plethora of free social media sites available to the public, Facebook would risk losing a vast amount of membership and, thus, lose money. The second option Facebook had was to completely get rid of t he Beacon feature.If they chose this option, they would likely have to find a new way to compensate for the revenue that would be lost by doing so. Remember, the main way Facebook was able to keep its services free to users, was to generate revenue through advertisements. In deleting the Beacon feature, Facebook would have to charge on one end: through users or advertisers. Either way, it would be a large amount of revenue that would have to be compensated for in the short time it would take to get rid of the Beacon feature.The last choice Facebook had would be to modify the Beacon feature to accommodate the requests of those who felt it violated their privacy. Doing so would be an attempt to balance the needs of the Facebook Company as well as the users who felt they needed a greater sense of privacy when dealing with the Beacon feature. Appropriate Standards If the Facebook Company was to use the various ethical approaches to determine which option was best in determining how to s olve their issue, one option would prove most logical. Under the utilitarian approach, choosing to keep the Beacon feature would not be the best decision to make.Under the utilitarian approach, the best course of action would be the one that contributes to the greatest amount of overall happiness. The first option, keeping Beacon how it was, in the end, would only make the Facebook Company and the advertisers happy. Because the sheer volume of consumers greatly outweighs that of the advertisers and solely the Facebook Company, it would not comply with the Utilitarian Approach. The second option, however, would include changing the Beacon feature to allow users to choose to participate or opt out of using the feature.This would allow the partnership between advertisers, Facebook, and its users, without having to take drastic measures. In the end, with this option, more would be satisfied, making it the best choice under this ethical approach. The third option of deleting the Beacon f eature would satisfy users who were concerned about their privacy, but it would leave Facebook with the daunting task of finding new ways to generate revenue. Basically, it would leave one side satisfied, and the other with a great burden.Therefore, this option would not be best under this approach. (Anderson, 2004) Implementation of Alternative As stated above, the most ethical course of action would be to modify the Beacon feature to satisfy both the needs of its users and the advertisers that use the feature. This alternative would include creating a method for users to either choose to participate in the program and also provide its users with all pertinent information relating to the Beacon feature so that users could make an informed decision regarding their participation with the program.This second option proved to be the best course of action because despite the fact that the different goals stakeholders have, they all had one common one: to keep Facebook running. Facebook would have to produce income to maintain its functionality as a free social media site to its users. Modifying the Beacon feature would enable Facebook to use the Beacon feature, but also enable its users to make an educated decision to permit the feature to monitor their internet activity. This meets the solution for the ethical dilemma and satisfies all sides.In order for Facebook to implement these changes, they would need to quickly act to enlighten all potential stakeholders of the changes to the Beacon feature. Beacon would need to be completely reshaped to enable Facebook users to have an obvious process to choose to participate, or not, in the service. They also would need to create incentives so that users would want to opt into the Beacon feature. The Facebook Company would need to reach out to all advertisers to devise a way to reach the users of Facebook without the initial problem of violating their privacy.Reflection The immediate outcome that comes to mind would be th e satisfaction of the users who felt their rights to privacy were violated. This would have a positive impact on the Facebook Company’s image. It would show that Facebook is a company that cares about its users and not just one that cares about its bottom line. The option of modifying the Beacon feature would be one that the Facebook Company could be proud of. This choice, following the Utilitarian Approach, maximizes the happiness of the most people involved overall.One potential outcome that is unintended would be the future demands that could come. Because Facebook saw the potential consequences of unhappy users, they quickly devised a way to satisfy the needs of these users. Consequently, the next time they implement a feature that makes its users unhappy, they may have to deal with the demands that might be enforced later. Overall, the Beacon feature was more than a feature that made users unhappy; it actually violated one of their fundamental rights: their right to priv acy.Facebook’s overall reasons for changing the feature spanned farther than just making users happy, it dealt with compliance with the law, so I feel that the positive outcomes from the change will outweigh any potential negative outcomes in the future. Economics Issues Simulation Paper Essay

The purpose of a managed care organization is to coordinate the costs and delivery of health care. A managed care organization oversees money spent on labor, technology, and facilities such as physician offices and hospitals. A type of managed care organization is a Health Maintenance Organization (HMO). A HMO â€Å"provides medical care for all its enrollees in return for a fixed annual fee per enrollee† (University of Phoenix, 2010, Key Terms and Concepts Section). An HMO tightly oversees the use of health care services thereby reducing costs and controlling utilization. For example, HMO’s reduce costs and control utilization among services are by requiring second opinions, performing pre – admission testing and reviews for continued stays or additional procedures, and allowing generic substitutions for drugs. Managed care organizations can save money by providing lower prices through contracting large volumes of services and reducing the amount of hospitalizat ions (Getzen & Allen, 2011). This essay presents a scenario in which I am a representative of Castor Collins Health Plans responsible for maximizing profits and minimizing risks. Within my job description, I am advised to develop a comprehensive health insurance plan for two entities: ConstructIt and E – Editors. This essay explains the company’s employee demographics, health risk factors, premium amount the company is willing to pay, and what company I chose to offer a health insurance plan. Based upon my analysis of potential utilization, I will provide two reasons for why each plan could be selected as well as explain my reasoning for choosing the plan. Last, I will explain why I did not offer the company a different plan. ConstructIt Employee Profile ConstructIt is a construction company composed of 1,000 employees. ConstructIt is [Avoid â€Å"it is,† etc.] comprised of 550 men and 450 women between the ages of 26 – 42 with 60% having spouses. ConstructIt employees  work profile consist of 32% great physical activity, 25% moderate physical activity, and 43% sedentary activities. The age and gender profile of ConstructIt is as follows: Almost half of the population is between the ages of 26 – 30 years One – third of the population is between the ages of 31 – 35 years Approximately 20% of the population is between the ages of 36 – 40 years Less than 10% ages 41 – 45 years. (University of Phoenix, 2010, Health Profile Section) The health profile of major risk factors among ConstructIt employees is depicted within the following table: Obesity 39% High Cholesterol 19.6% High Blood Pressure 19.3% Allergies 17.7% Migraines 16.8% Respiratory Diseases 13.5% Digestive Disorders 8.4% Thirty – eight percent of the population is diagnosed as having no major health risks. Economic Issues Simulation In addition, a combined 18% of the population smokes (University of Phoenix, 2010, Major Health Risks Section). ConstrucIt has a high number of people diagnosed as not having any major health risks. This is good because it means fewer people will seek health care services resulting in saving money for Castor Collins Health Plans. However, ConstructIt does have a high incidence of obesity rates: 39% of the group. Obesity predisposes a person to developing other serious chronic ailments such as high blood pressure, high cholesterol, and diabetes. The high rate of obese individuals may  increase the risks involved whenever offering health insurance to ConstructIt.   Chosen Company and Plan ConstructIt is willing to pay a maximum premium payout of $4000 per enrollee and E – Editors is willing to pay $4500 per enrollee. However, E – Editors has 600 more employees than ConstructIt, which in turn increases costs and utilization rates. Based upon the health profile of ConstructIt versus E – Editor I have decided to offer ConstructIt the Castor Standard insurance plan because they have lower utilization rates in many areas. I have decided not to offer E – Editor any type of insurance plan through Castor Collins Health Plans because E – Editor has high utilization rates. In addition, E – Editors employee age groups range from 35 – 54 years where as ConstructIt employee age groups range from the ages of 36 to 45 years (University of Phoenix, 2010, Health Profile Section). As a person ages, he or she is much more likely to increase the amount of health care goods and services required to maintain one’s health. In turn, thi s also increases the expected utilization rates. Two Reasons For Why Each Plan Can Be Selected Castor Collins Health Plans contain certain factors affecting the pricing of services. These factors include limitations and exclusions for what Castor Collins is willing to pay. Castor Standard health plan does not cover pre – existing conditions where as Castor Enhanced does provide coverage for enrollees with pre – existing conditions. One reason for why I can offer Castor Standard health plans to ConstrucIt is that the majority of ConstructIt employees are younger in age and almost half the population is free from major health risks. A second reason for why I can offer Castor Standard Insurance plans to ConstructIt is that it costs less while covering more conditions. One reason for why I can offer Castor Enhanced health plans to both ConstructIt and E – Editors is because both companies have employees with pre – existing conditions. A second reason for why I can offer Castor Enhanced health plans is E – Editors contains a larger amount of middl e – aged individuals requiring specialized services. Many pre – existing conditions require specialized services that may be added or customized to the Castor Enhanced health plan. Conclusion In summary, an HMO works in connection with a group of hospitals, physicians, and providers to offer health care services for a fixed annual fee. HMOs tightly oversee the use of health care services to reduce costs and control utilization. I evaluated the employee work and health profiles of two companies: ConstructIt and E – Editors. ConstructIt contains 1000 employees willing to pay out $4000 in premiums per enrollee each year. E – Editors contain1600 employees willing to pay out $4500 in premiums per enrollee each year. E – Editors’ health profile revealed a higher utilization rate among services than ConstructIt. Economic Issues Simulation This prompted me not to offer any health plans to E – Editors at a time whenever Castor Collins Health Plans is trying to maximize profits and minimize risks. However, if E – Editors was willing to pay higher premiums Castor Collins Health Plans may have been able to customize a health plan. I did offer a Castor Standard Insurance plan to ConstructIt because their health profile revealed a lower rate of utilization among services. Every business should ensure that it conducts itself within the precepts of ethical standards available. Fieser and Moseley in their book, ‘Introduction to Business Ethics’ describes three fundamental theories in ethics under which businesses should be able to run their activities (Fieser & Moseley 4). 1. Summary of the ethical theories The first theory identified in the chapter is the theory of moral objectivism as championed by Plato - a Greek philosopher – who related morality to spiritual realities. This theory categorizes morality into three components, which are: morality is objective, moral standards are unchanging and moral standards are universal. According to the first category, moral standards exist in higher spirit realms completely distinct from the physical world and not creations of human beings or human societie s. The second category perceives moral standards as eternal as they apply regardless of where one is on the world. This aspect doe not recognize changes in location or time as having effects on the moral standards practiced by human beings. The third category identifies the universality of moral standards as not considering issues such as race, gender, or even social status of individuals. Based on Plato’s views, the universe is two-tiered – lower physical level and higher spiritual level (realm of forms) and has nothing permanent on it. Moral standards also exist in a realm of forms that are highest. This appeal gives the sense of moral stability.
